I would like to ask whether an ECA report is binding upon CIC

explanation: If an applicant's masters degree is awarded after 16 years of education (12 years secondary schooling + 3 years bachelors + 1 year Masters) and the ECA report says that it is equivalent to a Canadian Masters, would this equivalency be binding upon CIC and thus the applicant will definitely be awarded 23 points for education?

Note that most Canadian universities generally award a Masters degree after a total of 18 years of education (i.e. 12 years secondary schooling + 4 years bachelors + 2 years Masters). If 16 years and 18 years masters both have the same equivalency and are both awarded 23 points, isn't this unfair to the later (those who have spend 2 extra years to earn their degree)?

If that is not the case, what a waste would all those hundreds of dollars be, isn't it ?

I guess that is how it would be. They have been authorized to do just that by CIC itself.
