Is "declining ITA" of a PNP/EE profile considered "refusal" for statutory questions?

I am incredibly sorry if this is a stupid question. I am just stressing out over this minor thing.

So, I made a PNP profile and got an ITA there before I received an ITA on my express entry profile. When I received the ITA on my EE profile, I declined the ITA on my PNP profile since I didn't need it anymore.

When they asked "have you been refused a visa/permit/pnp application" in statutory questions I answered no, and submitted my e-APR.

So, Is "declining ITA" of a PNP or an express entry profile considered "refusal" for statutory questions? I'm like 99% sure that it is a no since nobody "refused" it. But, I thought I'd ask you guys if that was the right decision.

Don't worry ,declining an ITA is not considered to be a refusal .I have been through the same thing , and my pr application was approved a year ago .
