It is very possible, but they would never announce it. Most busy offices run out of quota in November/December usually.

Hello all,
we applied from canada in the Bufallo consulate, today got a letter saying that our case is moved to the Detroit consulate in order to expediate the application.
Is it because Bufallo reached the quota for this year?
Also they mentioned we dont have to request the status of our file within 90 days of this letter.
plz let me know if any of u got similar kind of correspondence from the consulate.
