Is Air Canada Express eligible for China Transit Program

Hi all,

I am going to fly from Syracuse, U.S. to Beijing, China and transit in Toronto. I meet all requirements for CTP, however, I just noticed that my flight from Syracuse to Toronto is operated by Air Canada Express. I am confused that if it belongs to Air Canada? or is it a separate airline? It is not on the list of eligible airlines for CTP as a separate airline though...
