Is AIPP the best option for a Recruiter with 12 years exp?

I am a recruiter with nearly 12 years exp. I am looking for job opportunities in Canada to settle down there. My financial conditions do not allow me to go find jobs there that will be a big risk. What could be a best option to go on a plug and play method. I heard Atlantic Provinces do not have many job opportunities and even the salaries are low. I am really confused and looking for expert advice. Thanks
