Is a police certificate required for Canada Visitor VISA for a criminal traffic ticket in USA?

Hi,

I am applying for a visitor Canada VISA. I received a criminal traffic ticket in Arizona, USA and received charges: ARS 28-701.02(A)(3) Exceed more than 85MPH on 2017-10-23. The VISA application asks me to upload a 'Police certificate' which is to be obtained from FBI's website: https://www.edo.cjis.gov/#/

I was not arrested, nor my fingerprints were taken, do I still need to attach a police certificate form? Asking this since the process of obtaining the police certificate on the FBI website is a hefty process.

Yes PCC is a mandatory requirement
