Hello, i have aa younger brother living in Iraq who would like to migrate here. He has lost his job due to protests and bad conditions. I have my own family here so i understand family sponsorship is not possible (he is in his late 20s). Any advice would help.

He will need to look into Canada's economic immigration program to see if he can apply for PR. I would recommend he start with the Express Entry program:

Another option could be a study permit - although this is an expensive option. The program he selects to take in Canada would need to make sense in light of his previous work experience and education - and he would need to show strong ties to his home country which could be tricky to do given he is unemployed and you are here.

I know somebody who is here in Canada on a Study Permit from the Middle East. University Fee's are almost 2-5x more expensive for international students. It's really really expensive
