IP2 waiting for PPR - PNP (Ontario) slow down?

I am under Ontario PNP
single
AOR June 15
Medical Passed June 26
Currently in IP2

I see many people get PPR this year within 90 days, now I am passing 100 days... had a friend told me PNP is not high priority and also slows down toward the end of the year? Is it true? Will call CIC help?

For Ontario, Consider you will get PPR by December.
