I was given invitation to apply cause Manitoba nominated me. Does my spouse need to write IELTS test and have her credentials evaluated before i can go ahead with my application for Permanent Residence?

Dear Sir,
I am Structural Design Engineer and I have applied for APEGS license in April and my application in progress.
Sir, I have visit SINP website in which SINP OID list is completely change they remove Civil Engineer in their category so do u know should i still need APEGS license if i applied for SINP.
I have read the procedure, what i understand is first i need to submit Express of Interest if i got invitation from SINP then i have two option OID or Express Entry as per OID list my occupation is not in demand list therefore I need to apply through express entry and my IELTS score is 6 average (R=5, W=5.5, S=6 & L=6.5) should i need to re attempt for IELTS, should i wait of APEGS license?
Please guide me ASAP.
