At what stage of application we know the sponsored spouse does not need to face an interview?

follow the singapore visa office thread if you see people getting in process who have near about same application filing date as you then you can order your ATIP notes or do a MP inquiry if would clear your doubts about interview

The PR portion says IP. Without ATIP or MP enquiry is it possible to know?

yes but it would take longer time if you have an interview the visa office will email you the details
 
You're dealing with Bangladesh, so I don't know if this will apply to you or not. Vietnam and Bangladesh both deal with Singapore Visa office. However, there are many Vietnamese applicants who get "In process", then passport request, then when they go pick up the passport, they get an interview letter instead. I don't know if Bangladeshis will have the same issue or not, but the bottom line is, the only way you know you won't get interview is through the GCMS notes.
