Depends on how long you have take classes(when you finish the school?)
beside outland is faster than Inland (it also depends on which VO would be )
ex) Mine is Manila and it took full 17 month and i just found out I have DM, but no COPR yet.....
so i am not sure when i"m actually going to land...
to answer your question.
1. in terms of tuition, it is much cheaper for PR than what international students pay.
so you have a lot of years left for school then maybe outland would be better choice.
2. Beside OWP with inland application, if you have been full time student for more than 2 full time semesters, you can apply for
off- campus work permit which allows you work full time in summer and part time during the semesters.
so you can work/study while waiting for your pr (either inland/outland) .
3. if you are pretty much done with your school and going to graduate, you can apply post -graduation work permit.
if you did 3 years, you get 2 year ( 4years- 3years work permit)
then you can work while you are waiting for your PR.
But it all depends on your situation.
