Are you looking to immigrate? Research immigration programs too. Look on Canadian jobs sites and get a job offer. Employer then pays $1k and files a LMIA proving no Canadian could be hired. Then with LMIA you file for work permit. The process is long and few employers go through the process. So you don’t need a Canadian licenses for your NOC?
