Same thing with restaurant managers. Sure, there are high end restaurant managers applying but most are Subway and McD managers.

They still need to jump through the hoops. That probably indicates most Canadians and PRs don't want to be 'flipping burgers and making pizzas'. Else the pizza joint owner wouldn't be able to get the LMIA in the first place.

doesnt that contradict purpose of EE to attract highly skilled labor?

True. And EE's purpose wasn't to stop LMIA abuse. EE can (and does) employ LMIAs as an entry barrier for applicants with lower human capital scores, it cannot regulate LMIA processes - that's another agency's job.

true its not EE's job but EE is relying on it so the data EE is receiving is not accurate so point is garbage in garbage out. EE is promising something but its not doing its job because its relying on another agency thats not doing its good job. Essentially we are getting bad data/product out of EE ofcourse with exceptions. may be a lot of exceptions but still. My point is for example apple gets everything from an Asian manufacturer now if it gets bad product and sells it to its customer Apple shouldnt point finger to the manufacturer for bad product as apple made its decision to go to that manufacturer and get its product so even though its some manufactures fault apple is till losing here right?
 
its really good thing that good cooks are coming from allover the world, finally canadian will have opportunity to eat delicious food :P

Industry bodies in Canada are critical about LMIAs and the Liberals have promised to look into the situation. How, when and what is to be seen.

do you think in the near future (let's say, this year), the government will limit the NOC codes for EE/CEC like they did back in 2014 (or 2015? cant remember clearly)

Unlikely as that would defeat the entire purpose of setting up EE in the first place.

I know a friend of mine who got PR as an assistant manager from Subway last year. He was actually a doctor from his home country. He busted his ass, worked his way though difficulty, did two jobs and volunteered his time at a community clinic too. Now he got into medical residency. He could never have gotten into residency if he didnt have the PR. Would you call him unskilled ?
EE give everyone fair chance of PR, especially those who are in Canada as their jobs are highly scrutinized. Speaking of people using lower skill job for PR, its very easy if you are outside canada. You can become manager at your friends retail store, and file for PR. Infact you won't even have to be paid $4000 a months. Even $200 salary would suffice. Now that is a misuse.

exactly my point doctor should not need to jump through hoops to get PR he should be able to get PR based on this profession. EE prefers assistant manager of subway over a doctor hows that right? he got PR for unskilled job where as if the system was working he should have got PR for being a doctor.
