IRCC surely can check for their job offers and employer sponsorship more carefully and frequently, but with resources extremely limited , this could be very challenging.

when I first arrived in Canada and got my open work permit I was offered a similar option with a price tag of 80k but I turned it down.

Same thing with Quebec investor immigration. None actually remain in Quebec and have no intention of being in Quebec. Everyone knows people are renting an empty room or apartment yet the program continues.

If the system can’t actually police people then we need to reduce immigration numbers, increase fees and have longer approval times. Also need more staff work at a IRCC.

We also see CBSA not reporting people. In the past 3 months I have seen 2 examples of PRs showing up at the US border from a non-visa exempt country with a landing documents from the 80s/90s without being reported. They have been out of Canada for 30 years and were waived through.
