Inquiry regarding applying visa abroad and ielts expiry

Hello all

Im from india and currently studying in finland as visiting student. I want to apply canada student visa for next sept2015.

My query is can i apply visa in india?? since i stay in finland i need passport, so i cant send it to india along with visa application.
so is der any other alternative option for this type of problems??

And also my ielts expiry date is 15th may 2015, so do i need to write ielts again for visa purpose?? or i can use the current one?
