i have been married with my husband(canadian) for 3 years and 6 months, but we applied for family sponsorship about 6 months ago.
so CIC is asking " why sponsorship was filed only at this time?"

I dont know what is the best way to answer this question.....

I had a work permit until 1 year and 6 months ago, but when my work permit expired, my husband was unemployed.
so we were worried that we would be refused if we applied for family sponsorship.
so we didnt apply for family sponsorship until my husband gets a stable job.

what is the best way to answer this inquiry?

Just explain the truth to CIC it's your best solution. Don't be to nervous about that, for sure you're not the first in this situation and CIC knows that those thing could happen
