Im posting this query on behalf of my friend who is trying to come to canada. He was told that he could come to canada on visitor visa and then apply for work permit within canada . And the process is lot more simpler than any other programs. I would like to know is this true and if yes , what are the chances and under what conditions he would be granted a work visa ?

No - not true. This is a common scam.
It's extremely difficult / next to impossible to convert a visitor visa to a work permit.
Tell your friend not to give any money to the scammer. There's no job.
