Inland VS Outland Spouse sponsorship

Hi All
My husband is on closed work permit which is expiring on 1st October. We are 90% sure that his organization will extend his WP but not guaranteed.
We are planning to submit the spousal PR application by march . Confused about whether to apply Inland or Outland. Any suggestions please?
In case of Inland If we apply for OWP as well can my husband continues to work in implied status until the OWP is processed ?
How long does the OWP takes ?
He is an IT professional.

If your spouse is living in Canada and plan on staying in the country for the duration of the process, apply inland. Otherwise apply outland.
If he applies inland, once he gets AOR (approximately 1.5 months after submitting the application) he can then apply for a OWP.
OWP processing times are posted in the Canada website, but it varies between 2 to 4 months.
If you apply in March, you will have enough time to receive his OWP, maybe even the Spousal decision (in some cases) before October comes.
