We are working on my PR application, and ran into a problem today. I am a US citizen. I have lived in Canada for four years, and before that I lived for 1 year and 4 months with my family in Cambodia doing mission work. When i lived there, my dad didn't know we needed to register with the village chief as living at that address, so there is no proof that I lived there, only my visas and stamps.
My family still lives in Cambodia, so my dad was trying to get my police certificate for me, working with a Khmer lawyer. She let us know today that due to not having my address on record, they are unable to process a police check unless we give them $1600 to make up an address and process it like that.
My questions are... how likely is it that my application would still be accepted without this police certificate? Has anyone done this? What kind of proof do I need to show that we have done what we can to get the certificate?
