Inland or outland. Please help

Hey guys can someone explain the difference between outland and inland application or send me the link to the right thread, please?
Of I understood correctly I can apply outland even if me and my partner both are in Canada (common-law).
1. If the interview is required will I have to go to my home country for the interview?
2. Will I need to give biometrics then? I have been in Canada for 2.5 years and looks like in most cases I am excluded from doing so.

1. If outland, yes.

2. If outland, yes, you will have to leave Canada to give biometrics.
