Inland application waiting time included in applying citizenship

Hell everyone,

Waiting for inland application processing time is quite long. Is that counted when you apply for citizenship? in the 1460 days requirements by the CIC.

Unfortunately, it does not count. You aren't even eligible to start the clock, until you have landed as a Permanent Resident of Canada.
