I do have a Masters Degree and 2+ Years of Software Development Experience in USA(F1 Status in USA, Indian Born).
Age : 24 and Single
No job Offer Letter from Canadian Employer.
IELTS yet to take.(Suggested score : ---?)
Is it better to apply now for PR under Express Entry?
Any suggestions appreciated.

Take your language tests and get your qualifications converted. Without that you're looking at around 300 points.
