No, payment must be done from an account within your own country, in your own name.

unfortunately No! You have transfer the funds from India for the GIC. If you dont have the funds, then the only way is that your brother has to send money to you and then you transfer for GIC. During this whole process, be mindful about the possibility of dollar rate change.
