Hello,

I was looking at the NOC list and saw that my job was on it (2283 Systems Testing Technicians) which I have nearly 10 years of experience in.

I've been told the only way I can get into Canada would be with a job offer, but when going on a site such as workpermit.com I get the points needed for a skilled visa.

I'm not sure what the next step is or how to work out if I need a job offer or go via the skilled visa.
 
To apply as a federal skilled worker WITHOUT a job offer, your occupation needs to be on the following list:

http://www.cic.gc.ca/English/immigrate/skilled/complete-applications.asp

2283 is not on this list and this is why you need a job offer in Canada to apply.

Even though I pass the skilled visa points I still have to get a job offer to get into Canada?

Yes - if you want to apply under NOC 2283, you still need a job offer - even if you have sufficient points.

If you want to apply without a job offer, you must have enough points AND qualify to apply under one of the occupations listed on the web page I provided earlier.
