Infant passport mendatory

Hi

I have a 2 months old baby. Is there any requirement for passport for infant like 2 months old?
She is so small that I cannot take her to passport office as there is huge rush there.

All individuals irrespective of age require their own passport.

u'll have to manage it somehow in the passport office. but individual passports are mandatory.
