On the ITA we had to now add our baby (4months old). In the language section it asks what the native language is of the baby, which will be english eventually, but then they ask can the child communicate in English or French. Technically he cant, because he is 4 months old... right? So will it affect us negatively is we say no or will they pick up he is only 4 months and put 1 and 1 together?

Answer the question by saying no and then add a letter of explanation or send a case specific inquiry explaining why. That's what I would do anyways. Sometimes the officers miss obvious things and you kind of have to spell it out for them.

Hahah, hilarious. But what if you plan for the baby to learn both? I would mark Yes and give them a letter of explanation ;)
