Can someone tell me why my EE profile was ineligible twice?
  • I am 39 years old
I am in canada as the secondary applicant my wife was the primary she got a restricted occupation open work permit and I got open work permit, she didn't get sufficient IELTS score that's why I am applying.
  • I have IELTS sp 7, listen 7.5, read 7, wr 6 total 7
  • ECA just renewed yesterday, Bachelor 3 or more
  • working in canada for 7 months in my primary NOC
  • have foreign work experience for 10+ years in the same NOC
  • and I came to canada with enough fund more that what stated
in the questionnaire while asking about what my job falls into (no work permit or work permit without LIMA or work permit with LIMA) I have chose work permit without LIMA, also and my wife's employer laid her off and I mentioned that also (end date of job). but our visa and work permits still not expired

Because you are not eligible for CEC and only FSW then what is your selection factor score out of 100. You need at least 67 points. With age you lose a lot of points. You say no to job offer.

As said above, calculate how many points you have under the FSW points system. Say "no" to the question on whether you have a job offer. If you have fewer than 67 points, that's the problem.

Should I say no to job offer? I am currently working in canada for 7 month? if so should I wait till I completed my 1 year of experience?
and if I should say "no" to job offer I have applied to onip EOI job offer am I not eligible also?

You are on an open work permit. You can only claim job offer points if your employer obtains an approved LMIA. You need to answer no to this question.

OINP has different rules. For Express Entry, you cannot claim job offer points.
