You will need to apply for PR through an immigration program like Express Entry.

You should assume that it will be many years after you arrive before you will be able to work as a doctor in Canada since you will need to go through an involved process to have your credentials recognized.

You essentially will have to redo your 5 year residency after passing your licensing exams. There aren’t very many residency spots leftover after Canadian students have selected so it could be many years before you are able to secure one. At a very minimum you are looking at 6-7 years before being able to practice in Canada. Longer is likely. You should only move to Canada if you would be happy not practicing.
