Hello there,

We are looking for advise on including my sister in the our PR application . My husband is the main applicant under a relevant NOC . My sister is turning 18 this December, but has low vision and living and studying in Canada would be a better life for her, as the society is more equipped for people with disabilities. We intend to send in our application within the next month.
The plan is that when we immigrate she could come join us, but we are not sure of if we are allowed to list her as a dependant. Do we have to legally adopt her and then include her as a child of ours ? Or is there a clause where we can be her guardians/ she is dependent on us, and we can include her in our application ?

Or should we wait to get our PR - I'm afraid then it would be difficult to get her in , since she wouldn't qualify for a PR on her own and that would take years.

Any advise or experience would be appreciated

There is no provision to include a sister in the application. The adoption route would most likely be seen as an "adoption of convenience" and rejected. She is too old to make the argument that you would be fulfilling a truly parental role.

She's too old to be adopted - and even if she was young enough, CIC would most likely see this as an adoption of convenience. So there is no way to include her as a dependent in the application.

If she wants to immigrate to Canada her only option is to qualify to immigrate independently.
