hello , my b/f is inadmissible to Canada but he has a job offer,would he still be able to get a work visa and apply to be admissible once he arrives here . thank you
 
He's inadmissible whether he has a job offer or not (the job offer doesn't change the fact he's inadmissible). So when he arrives, he should expect to be refused entry to Canada.

the selling of illegal cd`s ,he had to pay court cost and 3 years suspended sentence ,never had to report to any police during this time
 
When did he finish his three year suspended sentence?
 
Then he should be eligible to apply for rehabilitation. That's what he needs to do if he wants to come to Canada now. He can't get a work permit without having an approved rehabilitation application first.

Since it's been more than 5 years since the end of his sentence, can he not be deemed rehabilitated without applying for rehabilitation?

No.

After 5 years you can apply for rehabilitation (depending on the crime).

After 10 years you are deemed rehabilitated (depending on the crime).

I'm afraid I don't know of any lawyers.

It's difficult to say how long the process will take. Plan on several months at least. However there are a few people on this forum who have been waiting for well over a year.
