Or how to apply

Your first post says you were removed from Canada. Were you removed from Canada? If you were removed / deported, then you need an ARC. It doesn't matter how long ago you were removed. If you are inadmissible due to criminality, then you would need to apply for rehabilitation. You are confusing the ARC with rehabilitation. Please clarify your immigration history in Canada.
