Hi my inquiry is regarding my husband's sponsorship over me. I had a negative decision over an application for PR under H&C case. My file was recently transferred to a local CIC office. What does that means?
 
Your case has raised red flags. You should order copies of the notes from your file (FOSS notes for inland sponsorship) as that will tell you exactly why you're being investigated further.

Based upon your description, I suspect it is because of your prior rejected H&C application. They will want to ensure that you have a genuine relationship with your sponsor.
 
It seems and it looks that way - that my marriage is being looked under a microscope at this point. I just printed out a request for a FOSS note that I will mail tomorrow. I just checked my status online and has not yet received a letter regarding the transfer of my file.

Do you think or has anyone ever granted an AIP after such instances that the local CIC takes over their file. Also would anyone advice me of the timeline for all these kinds of processing?

If you made an application under H&C I'm guessing there is likely a removal order involved in your case which would normally include referring your file to a local office.

Depending when you submitted the inland application you may not meet eligibility for a stay of removal to review the inland application.

Possibly you have had some interviews, PRRA, direction to report for removal?

Any of these factors may affect your case and could be helpful to further explain what may be happening.
