Hello,

My partner is willing to sponsor me. I am in Canada with a working holiday visa valid two more years and I want to submit my sponsorship application but when I go on the new CIC page, it says "If you are in Canada then say you are in Canada".

Before the changes that took place in January, applicants in Canada with a valid status could apply either from within Canada or to the visa office abroad related to their citizenship. Now I wonder if we still have the choice when the sponsored person is in Canada.

That just means what it says: if you are in Canada, you need to state that in the app. You can still choose whether to apply inland or outland.
 
They changed it because it was causing confusion with people thinking they needed to look like they were living in their home country(for outland sponsorships). They'd put their home address though they were planning to stay in Canada the whole time.
