in Canada but considering OUTLAND application, which instructions for me?

Hi.
I am currently in Canada and I am considering applying OUTLAND.

When I am researching about instructions and forms, I came back with two sets of instructions: 1. specific to W. Europe (where I'm from) and 2. spousal sponsorship when spouse is in Canada.
I am the applicant and I am in Canada. Which of these instructions should I follow?

Since I want to go the OUTLAND route, I am thinking I should follow the instructions specific to W. Europe, even though I am currently living in Canada?

Have you done the same? Are you in Canada and applied OUTLAND?

My confusion started when I tried to find the forms. I found two sets:

1. Spousal Sponsorship Instructions specific to W. Europe.
2. Applying for Permanent Residence when Spouse is in Canada.

I am currently living in Canada and I am about to apply for Permanent Residence. Though I live here I want to take the OUTLAND route as it is faster, so they say.
So I am confused which sets of instructions to follow.
If I use the W.Europe instructions, my sponsor is required to submit an additional Sponsor Questionnaire AND Statutory Declaration of Common-law Union, whereas if we use the second option (applying fpr Permanent Residence when spouse is in Canada), these additional documents are not required.

Can somebody enlighten me on this? thanks!!

if you are applying outland through VIENNA then you will want to use the specific instructions for that country.

if you are applying OUTLAND, then you do not want the instructions for "permanent residence when spouse is in canada". this is the INLAND guide, and does not apply to you if you apply through vienna's visa office. even though you are IN canada, you are applying OUTLAND. Do not use those instructions.

It is common for the inland application and outland application to have different required forms. again, you want to be using the guide for Vienna, not option 2. get rid of that guide. it does not pertain to OUTLAND applications.
