My brother is in Canada, he's got ways and means to support my father, and we applied all the necessary requirements of a Super Visa. It got rejected citing this reason:

Can someone please help me and tell me what am I doing wrong? I showed a bank balance of 4Lac INR in my father's account.

The refusal reason has nothing to do with financials. Read the refusal letter again. The problem is clearly stated there. You need to pay the privance medical insurance in full in advance (before you apply). It appears this was not done. Or maybe it was done but the right evidence wasn't uploaded to prove this.

It is not about Bank account, it is about paying the insurance in full.
When did you apply? After 27th July or before?

I applied on 11th of July and uploaded all the insurance documents that I got from the company. Did this payment in full clause come recently?

I believe it was effective July 4th.
