Yes, you'll have implied status. Yes, you can work a second job until the OWP is refused. Once the OWP is refused, you'll need to stop working immediately and leave Canada or apply to restore your status to visitor.

As long as your IEC is a WHV and not a PG, then yes.

Understand that it's possible it may take months for your OWP to be refused, or it may just be a few weeks. Just be prepared for that and make sure your new employer is aware that you'll need to stop working suddenly at some point.

You new employer needs to know that even after you signed the contract, you will need to stop with a very short notice.

1. should be interesting when the employer requests a copy of the work permit (non existent) and the SIN which will come up as expired.
