Implied Status Question

So my mother came to visit on March 13th from the US (she is a US citizen) and because of the pandemic she decided to stay for the full 6 months, until September 13. She then decided that she wanted to extend her stay for another 2 months, until November 13th. She submitted an application in August and it is still be processed. If there is no decision made before November 13th, does she have to leave Canada or is she able to stay here with Implied Status until a decision is made?

She can stay. She has implied status until a decision is made in her extension application.
