Hello guys,

Why is the MPI doesn't allow to apply for Drivers License on an implied status? they don't recognized it.

It clearly said on the CIC on a newly updated info on Implied status:

"A temporary resident must apply to extend their period of authorized stay before it ends. If they have done so, their period of authorized stay as a temporary resident is extended by law until a decision is made [R183(5)]. Such a person is considered to have implied status as a temporary resident during that period."

I just want to ask. While waiting for months it's better to have a DL to at least help your spouse for the errands.

Yes, they do but the big problem with "implied status" is that it's "implied" and apart from the application, there is nothing to prove that you are entitled to it. No docs showing you're entitled to still be in Canada, no licence.

Thank you for the reply. Yes i understand you completely. I was basing on the CIC explanation on the implied status.
thats why the CIC updated this one to be clear on the definition of implied status.

It clearly stated that you are on legal status, extended TRV status.

MPI allows it on OWP. But my point is, while waiting on your inland application and OWP for months, Its better to have a drivers license to help your spouse doing errands and especially doing grocery by yourself while your spouse is working.

And the most important is you have a valid drivers license before your OWP arrrives. Its more easy to apply in the job opening because one of the requirements here is you must have a valid drivers license. thank you

agree with you totally pedropil

sad that MPI doesn't accept the only proof that CIC gives for implied status, which is your payment receipt, this is kind of a fault of CIC who should have something more that they can give those of us on implied status so that we can show that we are under implied status, CIC is kind of being lazy about the whole subject

at the very least, CIC should put out a bulletin of information for other government departments, such as MPI, that a receipt of payment is sufficient proof that someone is under implied status and that these people should be granted the full rights that the Open Work Permit gives them

the MPI could also realize this is a completely legal status and that the proof of a receipt is all we need to show it

sad, bureaucratic cop-outs on all sides of the picture
 
You keep mentioning TRV. Are you in Canada on a visitor visa? If so, even with implied status, you are still a visitor to Canada and not eligible for a Canadian DL. It's not the same as having an OWP or student visa or a PR.
CIC sending a memo would do nothing. It's the authority of each province to set the requirements for a drivers licence. Manitoba has decided you need to have specific federal issued documentation to apply for a license. Implied status receipts are not on that list.

That is the specific, "the implied status and AOR", by the law my tourist visa is extended. Im
Not suggesting about the cic memo because it's already clear on the cic website that im extended.Read the link you'll see the full details. TRV temporary resident visa. All tourist are eligible to apply a drivers license in manitoba the mpi agent told me that. Thats why i am trying to show it to them. just needed clarification. Im going to try in their main office and send out an email regarding this.
 
seems like the CIC is ok with the idea of renewing Driver's License or Health cards, etc. while on Implied Status, but they leave it up to the provincial departments to decide whether they want to or not, and state that to be sure you should renew those before your status expires (which is kind of silly, because from what I have seen, the provincial departments set the expiry dates to the same date as your original CIC permits)

so they say they are basically ok with it, but they don't do anything to help you out if the provincial people aren't ok with it:
