You are unlikely to get a job offer given that there is already a surplus of civil engineers in Canada and you would not be licensed to work as an engineer in Canada either. On general it is challenging to get a job offer when you are not already legally able to work in Canada unless you have skills that are in need in Canada. Canada has had a huge influx of people in the past few years so there are already a lot of people in Canada struggling to find employment. Depending on your age you could look into immigration and work towards increasing your CRS score.
