I came to us legally from
India in 1996. I converted my visitor visa to f1. Down the road I lost my status as I couldn’t afford education due to financial hardship. I had recieved a conditional green card from my marriage that ended up with divorce. I don’t have a legal status in states and my passport is expired as well. I don’t have any ties to India anymore and most of my family is located is us. I recently got married to a Canadian citizen, I don’t have no criminal record in us either. What are my chances to migrate to Canada? What documents would I require? Would I have to go back to India for an interview or it can be done here?

You will need a valid passport to apply. You cannot apply without a valid passport - so getting one is your first step. CIC will decide where your application is processed and if an interview is required. If your file is processed through India and an interview is required, then you will be obligated to attend in person.

Note that as soon as you leave the US you will be automatically banned from returning for 10 years.
