We have obtained immigration visa (family class) by Feb 2010, me as main applicant plus my dependent spouse and daughter, I became a permanent residence by April 2010 but my wife and daughter did not travel to Canada and their visas have been expired, now they want to travel to Canada, can they renew their visas? Or they should go from the beginning?

Nope, now you have to apply to sponsor them and start again at the beginning. Hopefully your daughter is still young enough to be an eligible dependent.
