He can not sponsor you under family class unless he has no close family in Canada, no wife, no children and also he has no other closer relatives in another country that he could sponsor such as parents, grandparents or children, even if they do not wish to be sponsored.
If he is living in Saskatchewan or Manitoba, it would be possible for him to sponsor you under the provincial nominee programs there.
