I’ve been working fulltime as an insurance agent (category B noc 6231) for 2 years now. I have no base income and just earning commission. Is that good enough to apply for permanent residency under canadian experience or i need to have any kind of base income as well.

Yes, commissions are a valid form of remuneration for work experience.
