Kelowna is a very small airport and I passed canadian costume at the Vancouver airport, I don't remember dealing with immigration at Kelowna airport.

All international airports have border officers who decide whether you can enter Canada. You will have to go through customs and immigration, where one of the border officers will issue your work permit.

Hello! There will always be an immigration officer in any country you will go. You have to show them the letter that u got from the embassy. Just one tip here, you should have ur employers details handy such as address, phone # , mobile #. They will ask for it when u approach them. They will also interrogate u so be prepared and answer directly.
