Chances are low based on your age. Recommend you look into the Express Entry program. This is a points-based program. Right now you need to have around 460 points to be selected.

Chances are low and your ability to practice ophthamology is zero. You would have to redo a residency but there are no residency spots. Even if there were available residency spots they would be used on much younger IMGs. Training is long and expensive so Canada wants IMGs to work longterm. Would look at European countries. For example Germany and the UK may be looking for ophthalmologist although age will certainly be an issue. If your English is good a job in the Middle East may be lucrative but will not lead to immigration.
