Immigration Agent trying to scam please help

Last year in July 2016 My friend met with an Agent who were asking for $30,000 Cad and in return agent will help him getting LMIA from one of his known employer and also PR. So my friend given him $7000 as first installment and rest he need to pay after getting the LMIA approval but it's been 10 months now Agent have done nothing. Whenever we ask him about the update, he always say there is some problem at the employer end it will take another 2 or 4 months.
Can we complain about him ? If yes then where can we complain and how to get our money back ?
We have all the receipts of payment made to him and all the text messages sent by him, in which he made all those false promises.
My friend borrow whole $7000 to pay this scammer...

Canada but My friend is in India. I introduced this agent to my friend, now i am feeling so bad. Don't know what to do ?

Unless he is an authorized representative your friend would have to talk to a lawyer to see if anything can be done

It is sad, but he or she tried to buy an LMIA in CAD 30000 which is also illegal, and it could pay a bad impact on his/her immigration attempt in future.

But if everything is clean, and the consultant is registered with the authority then your friend could get his/her money back.
