My brother wants to come to Canada on a work permit and wants to do so via a Canadian immigration agency due to restraint time. Any recommendation please?

Does he already have a job offer in Canada and an approved LMIA from his employer in Canada?

If not and he still needs a job offer, stay far away from agencies. Almost all jobs offered through agencies are scams.
