I need some consultation about my application. here is a litter about me:
I am 31 years old
I have a Bachelor’s Degree in Computer Software Engineering.
I have 5 years of experience in web and mobile development.
I have a score of 6 in IELTS.
My wife is a web developer.
She is 30 years old with 4 years of experience.
We don't have children.
Our wealth is about 60,000 $.
We live in Iran.

I have found an Attorney that is a certified attorney-at-law in Québec practicing in commercial, civil and family law. She said she can get me a valid job offer in Montreal and bring us to Canada. The progress will take about one year and it's cost 15,000$. She is a commitment to find a job and apply for immigration.

I would like to know, Do we have a chance to get a visa and immigrate to Canada and eventually ended with pr?

The jobs sounds like a scam.

She also told me it's illegal to charge money for a job offer but I have to mention that this 15000$ is for her attorney`s job, to accept my case and work on it.
Also, I have found some institution that claims to have job offer ready to take but they charge like 20000$ or more for that job and 10000$ for their own fee which I already know it's illegal.

So if this lawyer fails to either secure a job or a work permit or PR is there a refund clause even if partial ? Nobody can guarantee any of these things and why of all places Quebec and not another province , can you or your wife speak French for example ?

$15,000 is far far too much in attorney fees. PR applications are typically in the $3-$5,000 range. Something looks very wrong here.

If you are a software engineer with good experience you should try looking for your own job. IT workers are one of the few industries where you will get employers who will be willing to sponsor you. There are also some IT specific recruitment agencies as well. You could contact them and see if they can find an employer willing to hire you and willing to go through the work permit hassles. All depends on whether you have a good resume and strong skills that are needed. The woman charging 15k must be getting rich. Would spend a few months trying to figure to work on this yourselves. If you get hired by a decent sized company they will use their own lawyer to help you with through the process and your wife could get an SOWP to accompany you.
