Obviously a very biased article skewed to the school of thought that immigrants from certain parts of the world are a drain on the Canadian welfare system.

The article does not appear to be just someone's opinion, but is rather based on a study.
It is not written so much with the well being of the immigrants in mind. It is focusing on the immigrants' contribution to the Canadian Tax revenues or the draining of government funds on welfare and other social programs.
