IMM5710E question

I'm filling up this form, on Backgound Information Box 2 letter C "Have you previously applied to enter or remain in canada?" what should I answer?

I'm currently in canada for 1 year and still did not try to apply to remain in canada. I only applied once when i get my first work permit to be here. I was thinking if this question is for re-entry to canada like if I get on vacation on my country of residence.

Seems like a silly question that was added since I applied for my BOWP early last year.

You should say yes and give a very brief comment, stating the work permit you applied for, when you applied for it and the work permit number.

I get the impression that this question doesn't particularly matter for BOWP's, but obviously it's best to fill it in.
